SIGNIFICANT CONSTRUCTION DEFfCIENCY BROWN BOVERI PISTON ROD
' HOPE CREEK GENERATING STATION On December 17, 1984,-a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. S.
Ebneter, advising of a construction deficiency concerning cracked puffer piston rods in circuit breakers supplied by
' Brown Boveri.
The following final report is provided in accordance with 10CFR50.55(e).
Description of the Deficiency Nuclear Regulatory Commission IE Information Notice 83-84 indicates that puffer piston connecting rods in Brown Boveri 4
model 5HK circuit breakers may have been cracked or broken during shipment.
Our Architect / Engineer and Constructor, Bechtel, has inspected all Hope Creek mode 1~5HK circuit breakers and' identified two-(2) with cracked puffer piston connecting rods. 'The remaining ninety-four (94) circuit breakers are suitable-for their intended service.

piston rods was installed in the circuit breaker of 4.16 KV switchgear 10A403-12.-
Safety Analysis
-The circuit breaker installed in 4.16.KV switchgear 10A403-12 controls safety related equipment to include the Control Room water chiller and the associated HVAC system for the control area.
Failure of this circuit breaker could adversely impact safe operation of the plant.
We consider this condition to txt' reportable in accordance with 10CFR50.55(e).

' Corrective' Action Bechtel has' replaced the two (2) defective puffer piston rods as documented on Nonconformance Report No. 3937.
