1.0 INTRODUCTION

By letter dated November 27, 1991, the Union Electric Company -(the licensee) requested a revision to the Technical Specification (TS) Table 6.2-1, " Minimum Shift Crew Composition," for the Callaway Plant, Unit 1.

The proposed change would permit an individual with a valid Senior Reactor Operator (SRO) license who also is qualified as a Shift Technical Advisor (STA) to assume the control room command function during the absence of the Shift Supervisor (SS) from the control room.

The staff has reviewed the proposed change for conformance to the Standard Review Plan Section 13.1.2, " Operating Organization."

2.0 EVALUATION The NRC staff has reviewed the proposed change to Callaway Plant TS Table 6.2-1 and finds it to be consistent with NRC guidance as discussed below.

The Callaway Plant TS 6.2.4, TS Table 6.2-1, and TS 13.1.2.F.4.3 currently allow for the use of either a dedicated STA or a " dual-role," combined SR0/STA, provided the SS or the SRO meets the qualification fequirements for the STA position. This implementation of the STA is consistenc with guidelines in Generic Letter 86-04, " Policy Statement on Engineering Expertise on Shift."

The proposed change deletes a parenthetical phrase in TS Table 6.2-1 which prohibits the Operating Supervisor (a licensed SRO) who-is serving in the

" dual-role" SR0/STA position from assuming the control room command function when the SS is away from the control room.

The revision will provide additional flexibility by allouing an individual in the " dual-role" SR0/STA position to assume the contrcl room command function.

An Operating-Supervisor assuming the shift supervisor position must be qualified to act in that position.

The minimun shift complement will remain unchanged and, therefore, the requirements of 10 CFR50.54(m) are met. Additionally, the proposed change is consictent with Generic Led er 86-04, " Policy Statement on Engineering Expertise on Shift."

2 Based on a review of the licensee's submittal, the staff concludes that the licensee's proposed change to the Callaway Plant Techni(31 Specification Table 6.2-1 is acceptable.

It permits a dual role SR0/STA to assume the shift supervisor position and is in accordance with Section 13.1.2 of the Standard Review Plan, NUREG-0800.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Missouri State efficial was notified of the proposed issuance of the amendment.

The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

S This amendment relates to chanoes in recordkeeping, reporting, or administrative procedures or requirements.

Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10) (57_FR 7816)._ Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be_ prepared in connection-with the issuance of the amendment.

5.0 CONCLUSLONS The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the pro)osed manner, and (2 such activities will be conducted in compliance wit 1 the Commission's reg)ulations, and issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
