1. Section to be changed:

Tables 3.12.1 and 3.12.2

2. Extent of changes:

1 Remove from Tables 3.12.1 and 3.12.2 all reference to Sprinkler System

3. Discussion:

The Laundry Room in the office building on the 36'-0" elevation is being converted to a count room containing electronic equipment. Sprinkler System

  1. 13 was originally installed to protect cables in conduit, passing through the laundry area from the electrical closet above to the Reactor Building, from the combustible loading due to accumulated clothing in the laundry facility. .

Witn the conversion of tne laundry facility, the comoustible loading due to accumulated clothing will no longer exist since Sprinkler System #13 was specifically designed to protect from a fire originating in the laundry bins which are now gone. This removal is desired because electronic test equipment is being brought to the area and there is the potential of accidently wetting this equipment from inadvertent initiation of the sprinkler system.

The Appendix R evaluation has addressed this fire zone and has identified those circuits which will be routed in this zone. This evaluation takes into account the protection of these circuits without the use of tne sprinkler system. The fire loading due to the test equipment will be low. Tne removal of the sprinkler system does not affect the level of fire protection that will b: afforded for the area either under current conditions or after Appendix R mc lifications are made.

Ta removal of Sprinkler System #13 will not (1) increase the probability of occurrence or the consequence of an accident or malfunction of equipment inportant to safety previously evaluated in the Safety Analysis Report; (2) create the possibility for an accident or malfunction of a different type than any evaluated previously in the Safety Analysis Report; or (J) reduce the margin of safety as defined in the bases for any Technical Specification.

- PROVISIONAL OPERATING LICENSE N0. DPR-16 DOCKET NO. 50-219 TECHNICAL SPECIFICATION CHANGE REQUEST NO.131 Pursuant to 10 CFR 50.91, an analysis concerning significant hazards considerations is provided below:

Remove from Tables 3.12.1 and 3.12.2 all reference to Sprinkler System

3. Discussion:

The Laundry Room in the Office Building on the 35'-0" elevation is being converted to a count room containing sophisticated electronic equipment.

Sprinkler System #13 was originally installed to protect cables in conduit, passing through the laundry area from the electrical closet above to the Reactor Building, from the combustible loading due to accumulated clothing in the laundry facility.

With the conversion of the laundry facility, combustible loading due to accumulated clothing will no longer exist. Sprinkler System #13 was installed specifically to cover the area where the accumulated clothing was kept. Under the new counting room configuration the sprinkler system would not effectively protect against a fire and could do unnecessary damage to the electronic equipment should the system activate accidently.

The Oyster Creek " Fire Hazards Analysis Report r ' Appendix R,Section III.G Safe Shutdown Evaluation" review of this fire 2s shows that the fire loading is low and corresponds to a fire severity on the ASTM E-119 time vs.

temperature curve of less than 6 minutes. The proposed circuit rerouting modifications in this zone needed to meet the 10 CFR 50, Appendix R .

requirements will introduce only the "B" train safe shutdown circuitt, fThose circuits will be protected with a one-hour fire barrier. In addition,.an automatic detection system will be provided in this zone. Sprinkler SyYcem

  1. 13 was not a factor in this evaluation because of its specific function in the Laundry Room.

Taking into account the low fire loading, the one-hour fire barrier protection of safe shutdown systems, the installation of an automatic detection system, and the rapid response of the fire brigade, there is reasonable assurance that Sprinkler System #13 can be removed without adversely affecting the health and safety of the public.

1) Involve a significant increase in the probability or consequence of an accident previously evaluated; or
2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or
3) Involve a significant reduction in a margin of safety, i
