Dear Mr. O'Reilly:
SUMMARY
Carolina Power & Light Company (CP&L) hereby submits supplemental information and clarification to the Company's previous response to IE Bulletin (IEB) 84-02 for the Shearon Harris Nuclear Power Plant.
BACKGROUND By'1etter dated July 13, 1984, CP&L responded to IEB 84-02, " Failures of-General Electric Type HFA Relays in Use in Class IE Safety Systems." In that response we indicated that CP&L was investigating the general concerns of the bulletin as-they related to IE Notice (IEN) 84-20 and would report the investigation results by November 30, 1984. We further indicated ' that the.
diesel generator control panel contained four HFA-51 relays, which would be replaced' prior to fuel load.
DISCUSSION The Company is continuing extensive' investigations into this matter. At this time, no additional relays containing similar material or serving comparable function as those of concern in IEB 84-02 have been identified in safety-related systems.
If any relays containing the nylon or Lexan-type material of concern are subsequently identified in any system, CP&L will notify the NRC and take' appropriate action. Our investigations into this matter will be completed by March 31, 1985.
Our reviews to date indicate that information provided in our July-13,'1984 submittal needs clarification. The diesel generator control panel contains
~four HFA-151 series relays rather than the previously identified HFA-51 series. General Electric has determined that the HFA-151 Century Series relays have acceptable service life, reliability, and are environmentally and seismically qualified as appropriate as documented in " Protective F<1ays, Type 100, Century Series," GE. Technical Catalog No. 7292.

. Additionally,-four GE-type HFA-65 relays located in the generator relay panels and two HFA-65. relays located in the transformer relay panels have been identified.. Although this relay series contains the material in question, the system is not safety-related in that these relays serve only reset and annunciation functions in.their respective systems. Therefore, the actions enumerated in IEB 84-02 are not applicable. Administrative. controls which i
protect against the use of spares of these relays in safety-related systems
-are being added to Plant Procedure TMM-104. Revisions to this procedure are.
scheduled to be completed by February 1985.
CONCLUSION-No relays having similar material or function to tdose described in IEB 84-02 have been identified at SHNPP at this time.. Resultu of the completed investigations will be submitted by March 31, 1965.,
