Dear Mr. O'Reilly:
SUMMARY
Submittal of the response to the IE Bulletin (IEB) 84-03 for Carolina Power &
Light Company's (CP&L) Shearon Harris Nuclear Power Plant (SHNPP) will be delayed in order to complete current evaluations and design modifications.
DISCUSSIO_N Design modifications to the refueling cavity water seal at SHNPP are currently beiag implemented. The SHNPP design modifications, although essentially independent from the design integrity problems described in the subject bulletin, will incorporate the considerations of the Haddam Neck experience.
A detailed evaluation of the IEB 84-03 is being performed. This evaluation includes review of utility responses, design information from seal manufacturers, and information derived from attendance at industry workshops.
The SHNPP evaluation, however, cannot be completed by the November 26, 1984 due date. An extension of the submittal date will allow the related design modifications and required investigations to be completed.
CONCLUSION The response to IEB 84-03 for SHNPP will be submitted by July 1, 1985. This extension will allow us to complete design modifications and evaluations of our refueling cavity water seal design.
