Gentlemen:

1 Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A to the above-mentioned license.

l Supporting information and analyses demonstrating tilat the proposed changes involve no significant hazards consideration pursuant to 10 CFR 50.92 are included as Attachment B.

7 The proposed Technical Specification (TS) changes contained herein are revisions to TS l 3/4.3.3, Emergency Core Cooling System Actuation Instrumentation. This amendment revises the footnote to the Applicable Operational Conditions for the Imss of Power actuation -

l trip functions and surveillance requirements. This change will more clearly define when, -

during Operational Conditions 4 and 5, the Ioss of Voltage and Degraded Voltage relays are required to be OPERABLE. The TS footnote currently states " Required when (Engineered >

Safety Feature) ESF equipment is required to be OPERABLE." This amendment will clarify that the specific ESF equipment is the associated diesel generator. The clarification is required to support the intended core shuffle planned during refueling outage RFOS. This proposed revision to Technical Specifications is consistent with the Improved Standard Technical Specifications (NUREG 1434). '

In order to support the upcoming Nine Mile Point Unit 2 refueliog outage, approval of this i application is requested by August 28,1996.

l Pursuant to 10 CFR 50.91(b)(1), Niagara Mohawk has provided a copy of this license l amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
