E. Fredrickson on September 27, 1983 in accordance with 10 CFR 50.55(e) as NCR BLN CEB 8305. This was followed by our interim report dated October 24, 1983. Enclosed is our second interim report. ENCLOSURE v I BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 { UNCONSERVATIVE PROCEDURE FOR SUBTRACTING SEISMIC ANCHOR MOVEMENT j STRESS FROM THERMAL STRESS BLRD-50-438/83-51, BLRD-50-439/83-44 NCR BLN CEB 8305 10 CFR 50.55(e) SECOND INTERIM REPORT Description of Deficiency The secondary stress range check worksheet used in the qualification and documentation of the Bellefonte (BLN) rigorcus analysis is unconserva-tive when (1) a seismic anchor movement (0.".'i} ct r a aa ia anhtnan tad from a thermal stress and (2) the SAM stress was not originally contained in the thermal stress. The TPIPE program used in the rigorous analysis combines SAM with either code equations 10, 11, or 9U/9F. The worksheet used on the BLN rigorous analysis instructs the an11yst to subtract the maxitum SAM stresses from the rigorous analysis without investigating the load combination. If the load case SAM is not combined with equation 10, then the above procedure is not correct, and could yield unconservative results. Interin Progress The secondary stress n3nge check worksheet was revised and was included as attachment 207-6 in the BLN Rigorous Analysis Handbook which was issuel March 5,1984. Problems in which the secondary stress range check worksheet was used will be reviewed. The results of this review will be included in the next report. =_}}
