E. Fredrickson on October 5,1984 in accordance with 10 CFR 50.55(e) as NCR 3492. Enclosed is our first interim report. We expect to submit our next report on er about February 13, 1985.

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 MISINTERPRETATION OF SUPPORT SPACING REQUIREMENTS NCR 3492 BLRD-50-438/84-51, BLRD-50-439/84-47 10 CFR 50.55(e)
FIRST INTERIM REPORT Description of Deficiency Seismic cable tray supports at Bellefonte Nuclear Plant (BLN) have been located and installed by measurement of the distance between the inside edges of the support brackets. The supports should have been located by measurement of the distance between the center lines of the support brackets. BLN Design Criteria N4-50-D78 and various cable tray support drawings (X2 series) require a maximum of 8 feet of separation between supports. Additionally, BLN FSAR Section 310 3.1 states that cable tray supports will be spaced at a " maximum of 8 feet on centers." This condition has resulted in a center line to center line dimension in excess of 8 feet in some cases.
TVA has determined that the apparent cause of this deficiency was BLN Construction Engineering's interpretation of the applicable design criteria.
This interpretation resulted in the determination that the measurement was to be made between the inside edges of the support brackets.
Interim Progress The subject nonconformance report (NCR) has been forwarded to TVA's Office of Engineering (OE) for disposition. TVA is still in the process of investigating this condition.
