ENIN I. HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST TO AMD3D TECHNICAL SPECIFICATIONS Gentlemen:

In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Cmpany proposes to anend the Plant Hatch Units 1 and 2 Technical Specifications (Appendix A to Operating Licenses DPR-57 and

.NPF-5). The ' proposed change adds accenulator leakage rate limits to the Autmatic Depressurization System (ADS) ' operability criteria. The leakage rate limits will ensure that the accmulators provide short term ADS operability in the event the pnematic supply to the ADS valves is lost, in accordance with NUEEG 0737 -Itan II.K.3.28 and I&E Bulletin 80-25.

Instructions for incorporation of the change and the affected Technical Specification pages are included in Enclosures 1 and 2.

%e proposed change has been reviewed and approved by the Plant Review Board and the Safety Review Board and has been determined not to constitute an unreviewed safety question. The probability of occurrence and the consequences of an accident or malfunction of equipnent important to safety would'not be increased above those analyzed in the FSAR because the operation of safety-related equipnent is not affected by the change.

Ebrthermore,- the leak rate tests will be performed at a pressure which will not cmprmiise the integrity of the accmulator systens. ne possibility of an accident or malfunction of a different type than any analyzed in the ESAR would not result fra this change because no new mode of operation or failure is-introduced. %e margin of safety as defined in the basis for any Technical Specification would not be reduced by this change because no existing Technical Specification is affected. The proposed change has been evaluated and has been determined not to involve a significant hazard. %is evaluation is docmented in Enclosure 3.
