Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled, " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statement of the proposed change to the Technical specifications and the associated Safety Evaluation.

The change proposed in the attached application would allow the main steam.line high radiation monitor trip level setpoint to be raised during a proposed hydrogen addition test.

The purpose of this test is to study the feasibility of hydrogen addition to the coolant water to inhibit intergranular stress corrosion cracking (IGSCC) at the James A. FitzPatrick Plant.

The addition of hydrogen reduces the concentration of oxygen in the coolant water and increases the N-16 carryover in the steam.

This would result in a higher background radiation level seen by the main steam line radiation monitor.

The Authority notes that a similar test was conducted at the Dresden 2 nuclear power plant in May 1982 and the main steam line radiation monitor trip setpoint was changed for the test.

That change was raviewed and approved by the NRC.

The-proposed change to the Technical Specifications needed to support this test are contained in Attachment I to this letter.

The Authority plans to run this test starting

-December 1, 1984 and would like to request an expeditious review of this application.

In accordance with 10 CFR 50.91, a copy of this application,

-with attachments, is being provided to the designated New fork State official.
