E. Fredrickson on August 1, 1984 in accordance with 10 CFR 50.55(e) as NCR BLN CEB 8412. Enclosed is our first interim report. We expect to submit our next report on or about Marc'1 15, 1985.

FIRST INTERIM REPORT Description of Deficiency TVA has identified that the Bellefonte Nuclear Plant (BLN) MA-3 Rigorous Analysis Handbook (RAH) was deficient in overlap modeling techniques before March 15,1984. The seismic response spectra of two or more problems being overlapped were rot required by the BLN RAH to be enveloped. Additionally, support loads in the overlao region were not increased by 10 percent.
. Interim Progress TVA is in the process of reviewing piping analysis problems with overlap.
Further information will be provided in our next report on this item.
