Braidwood Station Units 1 and 2 10 CFR 50.55(e) 30 Day Report Electrical Butt Splices NRC Docket Nos. 50-456/457
Dear Mr. Keppler:
On August 1, 1984, the Commonwealth Edison Company notified your office of a potential deficiency reportable pursuant to 10 CFR 50.55(e) regarding electrical butt splices not installed in accordance with the manufacturer's recommendations at our Braidwood Station.
For your tracking purposes, this deficiency was assigned Number 84-13.
This letter fulfills the thirty day reporting requirements of 10 CFR 50.55(e) regarding this matter, and is considered to be an interim report.
DESCRIPTION OF DEFICIENCY L. K. Comstock procedures did not include the manufacturer's (AMP Industries) installation instructions or inspection criteria for cor.ductor extension butt splices.
A small sample (29 total) of the installed butt splices indicate a rejection rate of 38% (11 total).
Due to the status of construction at Braidwood Station, the population of the potentially defective splices is relatively small.
Consequently, the quality of the butt splice installations in this application are suspect.
ANALYSIS OF SAFETY IMPLICATIONS A determination of the safety implications due to this deficiency would involve a case-by-case analysis and would probably include destructive examinations to arrive at meaningful conclusions.
Due to the status of construction at Braidwood Station, the population of potentially defective splices is relatively small.
Because of this limited population, in lieu of analysis, all applicable splices will be examined and all nonconforming splices will be t
reworked to comply with manufacturer's recommendations.

f i CORRECTIVE ACTIONS TAKEN Commonwealth Edison Company NCR No. 598 has been issued to track and resolve this deficiency.
L. K.
Comstock procedures have been revised to ensure that future work is correctly installed and adequately checked.
Specifically, L. K. Comstock Procedure 4.3.9 (Revision D), Cable Termination Installation was revised and was given interim site approval on June 2, 1984.
Sargent and Lundy review and approval is pending.
L. K. Comstock Procedure 4.8.9 (Revision D), Electrical Termination Inspection was approved by Sargent and Lundy on May 15, 1984.
Existing conductor extension butt splices on safety related control and instrumentation cables will be identified and inspected.
All rejected splices will be replaced and reinspected.
This work will be conducted in accordance with a program being developed as a supplement to the disposition of NCR No. 598.
This program will also assure the adequate documentation of corrective action activities.
It is currently anticipated that corrective actions will be complete by January 31, 1985.
An interim report will be submitted by November 15, 1984, providing an update of the program status.
