BACKGROUND In Generic Letter (GL) 87-02 (Reference 1), the NRC Staff set forth the process for resolution of USI A-46 and encouraged utilities to panicipate in a generic program. In i
Supplement 1 to GL 87-02 (Reference 2), the Staff requested a response to include a commitment to the Generic Implementation Procedure, Revision 2, GIP-2 (Reference 3) prepared by the Seismic Qualification Group (SQUG), a schedule for the implementation of GIP-2, and a submission of a report summarizing the results of the A-46 program. By letters to the NRC (References 4 and 5), Duquesne Light Company (DLC) committed to implement GIP-2, including the clarification, interpretations, and exceptions in Supplemental Safety Evaluation Report No. 2 (SSER No. 2) transmitted by Reference 2, and to communicate to the NRC significant or programmatic deviations from the guidance portions of the GIP, if any. By letter dated April 26,1995 (Reference 6), DLC provided a revised schedule for the submittal of the report summarizing the results of the A-46 program for the Beaver Valley Power Station (BVPS) Unit 1.
USI A-46 REPORT Section I.2.2.8 of GIP-2 specifies that a plant-specific summary repon be submitted to the NRC, including a proposed schedule for modifications or replacement of outliers which are to be resolved. In addition, Section 11.9 of GIP-2 addresses the Safe Shutdown Equipment List (SSEL), the Relay Evaluation, the Seismic Evaluation, and the Completion Letter. This submittal constitutes the Summary Report.
includes the A-46 Seismic Evaluation Report and Attachment 2 includes the A-46 Relay Evaluation Repon. As permitted in Section 11.9.2 of GIP-2, the pertinent results from the SSEL Repon are included in the attached repons. It is also confirmed that no significant or programmatic deviations from the guidance portions of the GlP were made during the BVPS Unit 1 A-46 resolution process.
USI A-46 EVALUATION OUTLIERS As defined by GIP-2, outliers were identified during the seismic and relay reviews.

1 Each of the outliers identified during the implementation of the BVPS Unit 1 A-46 program was evaluated against the existing BVPS Unit I licensing and design bases for equipment seismic qualification. There were two deviations identified during the seismic reviews and no dedations identified during the relay review. The deviations and the actions taken to resolve the deviations are provided in Attachment 1.

The plan for resolution, modification and replacement of equipment and relays for those outliers which have not been resolved is provided in Sections 5.3 and 8 of the A-46 Seismic Evaluation Report and Section 2 of the A-46 Relay Evaluation Report. After the planned actions for resolution of USI A-46 have been completed, a Completion Letter will be provided.
