' REFUELING CAVITY WATER SEAL i

Carolina Power &-Light Company (CP&L) has reviewed the subject bulletin and provides the following initial response..
'ThelH. B. Robinson Steam Electric Plant Unit No. 2 (HBR2) is currently in a
- Steam Generator Replacement-Outage which includes refueling. -At this time, g
lall'of the fuel is stored in the Spent' Fuel Pit, the Spent Fuel Pit gate valve
=is closed, and the water level in the refueling cavity is below the reactor vessel flange..The refueling cavity water seal (pneuma-seal) is scheduled to
.be placed in service during the latter part of September. The installation of the pneuma-seal at HBR2'is different from the seal arrangement sketch provided in the subject. Bulletin. The pneuma-seal at HBR2 incorporates a backing ring

which acts both as physical protection and as an aid to hold the pneuma-seal
.in' place.

'An evaluation of the potential for and consequences of a pneuma-seal failure
-is in progress. A summary of this evaluation, as requested by the Bulletin,

will be provided to your office prior to placing the pneuma-seal in service.'
