McGuire Nuclear Station Docket Nos. 50-369 and 50-370

Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.

The proposed amendment seeks to implement a Generator Time Overcurrent Protection for the diesel generators. The Generator Time Overcurrent Protection trips the associated diesel generator in the event of a multiphase fault on the switchgear bus to prevent the destruction of the diesel generator. This trip is not bypassed in the event of an Engineered Safeguard Signal. The switchgear fault is assumed to occur only on one bus, therefore the redundant diesel generator train is not affected and is available to meet the safety load requirements. Thus the Generator Time Overcurrent Protection only prevents the destruction of a diesel generator in the event of a major switch gear fault which would in any case prevent it from fulfilling its safety function.

A related modification is also planned to protect the diesel generators during testing. An Instantaneous Overcurrent Protection will be implemented to protect the generators during the testing periods. This trip will be automatically bypassed in the event of an Engineered Safeguard Signal and

- would not interfere with operation of any safety system.

The affected portion of the Technical Specifications is the surveillance requirements for the diesel generators (Technical Specification 4.8.1.1.2.e

(7) (c)) . Attachment I contains the proposed Technical Specification change.

Attachment II contains the Justification and Safety Analysis in support of the proposed change. Attachment III provides an analysis in accordance with the standards of 10CFR50.92 as required by 10CFR50.91. These analyses conclude f that the proposed amendment has been reviewed and has been determined to have no adverse safety or environmental impact.
