'IO LICENSE APPLICATION OF PHILADELPHIA ELECTRIC COMPANY Philadelphia Electric Company hereby amends its Application in the above entitled prcceedings: (a) by making the deletions, substitutions and additions to the Final Safety Analysis Report shown on the document entitled " LIMERICK GENERATING STATION, UNITS 1 & 2, FINAL SAFETY ANALYSIS REPORT, REVISION 35 PAGE CHANGES" dated August, 1984, which is filed herewith and made a part hereof; (b) by deleting therefrom the Physical Security Plan for Limerick Generating Station and substituting therefor a revised Plan dated August, 1984, which is filed herewith and made a part hereof; and (c) by making the deletions, substitutions and additions to The Environmental Qualification Report for Electrical Equipment shown on Revision 2 to the Report dated August, 1984, which is filed herewith and made a part hereof; and (d) by making the deletions, substitutions and additions to the Emergency Plan shown on Revision 10 to the Plan, dated August, 1984, which is filed herewith and made a part hereof.

Pursuant' to Sections 2.790 and 73.21 of the Commission's regulations, it in;herebyrequestedthattherevisedPhysicalSecurityPlandatedAugust, 11984,'bewithheldfrompublicdisclosure. In support of this request for withholding from public disclosure, Applicant states that the Revised Plan.
Ghich.is' sought:to be withheld from public disclosure contain details relating to the physical-security plans for Limerick Generating Station. The informaticn set forth in-the Plan has been treated as confidential and proprietary'information and has been withheld from public disclosure by Applicant in accordance with Applicant's practice of treating all information ke'alingwiththedetailsofsecurityplansandproceduresandinformation which could be used to conpromise the security and safety of its facilities as
. confidential and proprietary information.
The Revised Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on'the grounds that it contains safeguards Information, it contains detialls. relating 'to the physical security plans and procedures of a licensed facility,'it contains detailed information which could be used to compromise the safety and security of the facility, such disclosure is not required in
-the public interest, and such disclosure would adversely affect the interests of Applicant.
