Docket No. 50-219 7echnical Specification Change Request No. 161 Containment Spray System Auto-Start Logic Deletion In a letter dated-February 19, 1992, GPU Nuclear Corporation (GPJN), licensee of the OCNGS, submitted the subject change request to :the Nuclear Regulatory Commission (NRC).
This Technical Specification Change Request (TSCR) proposes to. delete the Auto-Start Logic of the. Containment Spray System -(CSS) by plant modifications to Se performed in the 14R refueling outage. An
. expedited.NRC app;aval of th's TSCR is requested.
.The New Jersey Department of Environmental Protection and Energy's Bureau of Nuclear Engineering (BNE) reviewed the above amendment in. accoriance with the requirements' of 10CFR50.91(b).
Based'on this review, the BNE concurs with the' implementation of this change request.._However, our concern is that GPUN had been working, on_..the - subject amendment for several years, and now requests ?.n expedited NRC approval. The BHE suggests that expedited
. technical. reviews of licensing issues should generally be avoided.
