Dear Mr. Crutchfield:

At your request we sent you on August 9, 1984, resumes of all NUS person.nel who have been involved in providing technical support to.the Prelicensing Issues Task Force appointed by the Chief Executive Officer of LP&L to provide him with an inde-pendent professional assessment concerning the 23 issues raised in the June 13, 1984 letter from the'NRC to LP&L.

In that letter we stated that we would provide information for additional perspective on the functions of NUS personnel, involved.

We have established an NUS group called the Prelicensing Issues Task Force Support Group whose primary objective is to provide independent technical support to the Task Force.

The NUS Project Plan describing the role of the NUS support Group is attached for your information.

You should note several points:

  • a)

The heavy stress and procedural approaches placed on continuing assurance of the independence of the Task

  • Force and the Support Group.

In addition to the statements in the Project Plan you should also realize that the NUS Support Group has, under the overall direction of the Task Force, the freedom to establish the needed scope of work to determine which and how many personnel are needed to perform the work and to determine which records, data and physical validations are needed.

These activities are carried out independently of LP&L.

b)

The emphasis placed on full and open discussion with LP&L and its contractors for obtaining information, and, under the direction of the Task Force, for determining the overall logic of the responses by providing informal comments to LP&L on a real time basis.

In addition to the Support Group's work on the 23 issues and related matters, the Support Group has been asked to assist LP&L in the inspections of issues not related to the Task Force Charter.

Such work is being done under the direction of the NUS Support Group Project Manager in accordance with procedures that have been reviewed and approved by

.the Project Manager to ensure that competent work can be performed.
