APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this. license.
This-proposed change to the James A. FitzPatrick Operating License seeks to amend Section 3.6.I and 4.6.I (Shock Suppressors-Snubbers) on pages 145a to 145g, 156, 156a and 255, and deletes Table 3.6-1 of Appendix A. The changes proposed modify the surveillance requirements for-snubbers. Table 3.6-1 is being
' deleted as per Generic Letter 84-13 (Reference 3).

The proposed changes to the Technical Specifications are presented in Attachment I to this Application. The Safety Evaluatio'n is included in Attachment II.
