Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In our July 13, 1981 Operating License Amendment Application (Reference 1), the Authority proposed changes related to Snubber Surveillance.

The proposed changes included with this letter 1

supercede those changes previously transmitted as part of Reference 1 and are in response to References 2 and 3.

These changes have been transmitted previously to the NRC by letter via Reference 4.

This application seeks to amend Section 3.6.I and 4.6.I (Shock Suppressors - Snubbers) on pages 145a to 145g, 156, 156a and 255, and to delete Table 3.6-1,

" Safety Related Shock Suppressors (Snubbers)".

Table 3.6-1 is being deleted as per NRC Generic Letter 84-13, " Technical Specifications for Snubbers" (Reference 3).

The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter.

The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.

In accordance with the requirements of 10 CFR 50.91, a copy of this application with attachments, is being provided to the designated New York State official.

The Authority has classified this Application for Amendment to the Operating License as Class III.

A check in the amount of $4,000.00 was included with our previous submittal (Reference 1) as the filing fee per 10 CFR 170.22, which the Authority paid under protest pending a final determination of the legality of the fee schedule.
