Dear Dr. Murley:
SIGNIFICANT CONSTRUCTION DEFICIENCY WIRING IN COMSIP PANELS HOPE CREEK GENERATING STATION On September 5,1984, a verbal report was made to Region I, Office - of Inspection and Enforcement representative, Mr. E.

Kelly, advising of a potentially significant construction deficiency concerning inadequate wiring in control panels.
- The _following final report is provided in accordance with 10CFR50. 55 (e ).
. Description of the Deficiency Our Architect / Engineer and Constructor, Bechtel, has advised us that Comsip Customline, Inc, supplied eight (8) electrical
-panels that may not meet design requirements for installation in harsh environments.
The panels contain wiring that does not meet the specified insulation wall thickness requirements of purchase specification J-201(Q).
Bechtel has determined that the wire was supplied to comsip by Boston Insulated Wire and Cable Company.
Bechtel has issued Nonconformance Report No. 4584 to document and control the discrepant hardware.
Corrective Action J Bechtel will replace the suspect wire with wire that meets the specification. requirements. -Completion of this activity is scheduled for January 18, 1985.

10/4/84 Safety Analysis It was determined that the existing panel wiring might not
-maintain required performance under the harsh environmental conditions postulated for the panel locations.
The control
' panels are required for operation of the Safety Auxiliary Cooling System and the Reactor Building Filtration, Recir-culation and Ventilation System.
Based upon the above, we conclude that safe operation of the plant could have been adversely affected had the problem gone uncorrected.
We therefore consider this condition to be reportable in accordance with 10CFR50.55 (e).
