Dear Mr. Denton:
UCLA requests changes in Facility License No. R-71 at 2.B.(2) in order to reflect the approximate actual inventories of Special Nuclear Material that is present at the site. Specifically, item (1) of that paragraph should be amended to read: (1) up to three point six (3.6) kilograms of contained uranium 235. Item (2) is unaltered, and item (3) should be deleted as that material was never acquired.
In addition, UCLA requests that the Technical Specifications be amended to reflect the fact that the reactor has been rendered permanently inoperable and is being decommissioned. A copy of the proposed amended Technical Specifications is enclosed. Items to be deleted have been lined-out or crossed-out. The purpose of these amendments is to delete certain calibration and/or performance requirements for systems and components that have been or will be disabled and/or removed from the system. Also deleted are descriptive references to reactor configurations that have been or will be altered in the decommissioning process.
