Enclosed please find the Joint Intervenors' Application for Stay, filed today with the Appeal Board in the above-entitled proceeding.
In order to ensure an opportunity for Commirssion review concurrent with its scheduled August 30, 1984 vote on the full power operating license should the Appeal Board dnny the stay application, the Joint Intervenors are forward,.ir.9 the application to you at this time.
In the event that the Commission votes (1) to issue the license and (2) to deny the stay application, the Joint i

limited stay of one week to permit them to apply to the United l
States Court of Appeals for the District of Columbia Circuit for an emergency stay of the license pending appeal.
The Commission granted such a request in April 1984 when it voted to issue a low power operating license for Diablo Canyon.
