Dear Dr. Murley:

CONSTRUCTION DEFICIENCY GE TYPE AKR-30 CIRCUIT BREAKERS HOPE CREEK GENERATING STATION On December 23, 1983, a verbal report was made to Region I, Of fice of Inspection and Enforcement representative, Mr. W.

Cook, advising of a potentially significant construction deficiency concerning the failure of several General Electric AKR-30 circuit breakers to operate properly.

On January 18, February 24, and May 14, 1984, interim reports were sent to your office.

The following information is provided in accordance with 10CFR50.55 (e).

General Electric has completed their reinspection, testing, and rework as required, of the Hope Creek AKR-30 circuit breakers.

All of the circuit breakers have been returned to the jobsite.

During General Electric's reinspection program, one new potential deficiency has been identified in addition to those described in the above referenced correspondence.

Two (2) circuit breakers failed due to wear on the driving pawl bushing.

It was noted that the driving pawl employs a TUF-LOC bearing which consists of a teflon coated material.

Our Architect / Engineer and Constructor, Bechtel, has requested General Electric to evaluate this problem for the Hope Creek AKR-30. circuit breakers in light of NRC Information Notice 84-29 which addresses a similar G.E. breaker failure at the Diablo Canyon Nuclear Station.
