We have enclosed sixty (60) copies of Amendment 53 to the March 30, 1973, Application to Construct and Operate Seabrook Station Unit 1 and Unit 2.
The FSAR revisione contained in Amendment 53 are a result of the following:
o To enhance the information contained in the FSAR, the cesponses to all the NRC Requests for Additional Information (RAIs) were evaluated to determine if the information provided warranted incorporation into applicable location (s) in the main body of the FSAR and, if so, whether wholly or partially depending on the content of the information. In most cases, respcacea which only serve to clarify / expand on existing FSAR information were not incorporated, unless it was felt that a significant enhancement of the FSAR information was achieved. Those RAI responses which have been incorporated into the FSAR (wholly or partially) are identified by an asterisk next to the RAI identification nunber in the " Numerical Listing of RAIs and Responses" beginning on Page RAI-2.
It should be noted that the extent of the material extracted from a particular RAI response can vary from a single sentence to that of the entire response. The RAIs and our responses which are contained in Volumes 14 and 15 of the FSAR are now considered to be a historic record of the NRC's OL Application review. We do not expect that future Amendments will include revisions to the RAI responses, nor do we expect the FSAR updates required by 10CFR50.71(e) to include RAI response revisions. Of course, you will be appraised of any RAI response commitment which requires modification. All future RAI responses will be reviewed against the above incorporation criteria and, where applicable, annotated FSAR pages will be included with our response along with a commitment to include it in a future Amendment.
o Organizational structure changes within the Yankee Nuclear Services Division of Yankee Atomic Electric Company resulting from the implementation of a matrix form of organization. Under the matrix organizational structure, the Seabrook Project Department Manager has dedicated Engineers and Staff personnel reporting to him.
o Resume additions and deletions which reflect personnel changes within Yankee Atomic and the Division, o
Changes to Section 17.2 (" Quality Assurance During the Operations Phase").
o Implementation of the New Hampshire Yankee Division of Public Service Company of New Hampshire (Division). The annotated FSAR pages submitted with Reference (b) are reflected herein. Additional revised FSAR pages are also included for the mere purpose of changing the name of the operating organization to the New Hampshire Yankee Division of Public Service Company of New Hampshire, o
Responses to NRC licensing review open items (previously forwarded to the NRC via formal written correspondence).
o Miscellaneous and minor editorial revisions.
