Vermont Yankee Primary Containment Leak Rate Testing Program Pursuant to Section 50.59 of the Commission's Rules and Regulation:,

Vermont Yankee Nuclear Power Corporation hereby proposes the following modifica-tion to Appendix A of the Operating License:

Proposed Change:

Replace existing pages 62,126a,127,134,135,136, and 137 of the Vermont Yankee Technical Specifications with the enclosed revised pages. A new page, 137a, has been added to reflect a format change to page 137.

These pages have been revised to reflect the incorporation of the Vermont Yankee Primary Containment Leak Rate Testing Program.

This program is being submitted to satisfy the requirements of 10CFR Part 50, Appendix J, " Primary Reactor Containment Leakage Te ting for Water-Cooled Power Reactors".

Reason for Change:

The proposed change references our Appendix J Primary Containment Leak Rate Testing program, and incorporates the results of the Commission's review of our Reference c), d), e), and f) submittals.

It should be noted that the program reflects changes made since Reference d) was submitted however, these changes arenotdeemedtorequireanExemptionfromanyprovisionsofAppendixJto,d 10CFR Part 50.

.Section 4.7. A of the Technical Specifications has been revised to reflect the referencing of our Primary Containment Leak Rate Testing Program. The remaining Technical Specification revisions have been made to create consistency between ourTechnical Specifications and the Commission's Appendix J Safety Evaluation Report (SER), detailed in Reference b).

In addition, a new Group 7 was added to the Notes for Table 4.7.2 to pro-perly reflect the isolation signals for the containment spray valves.

Safety Considerations:

...This Technical Specification change is intended to incorporate, by reference, a program written to conform to the Commission's Appendix J SER, as detailed in Reference b). Based on that review, it was concluded that this change does not involve any unreviewed safety questions as defined in

.10CFR50.59(b).

This change was reviewed by the Vermont Yankee Nuclear Safety Audit and Review Committee.

Significant Hazards Consideration:

The Commission has provided guidance concerning the application _of the standards for determining whether a significant hazards consideration exists by providing-certain examples (48FR14870).. The examples involving no significant hazards consideration include (ii): A change that constitutes an additional limitation, restriction, or control not presently included in the Technical Specification; for example, a more stringent surveillance requirement.

The. proposed' change described above provides a more restrictive set of con-

'tainment leak rate testing provisions than are required by our existing Technical Specifications. Therefore, this change is consistent with the intent of the example cited above and does not constitute a significant hazards con-sideration, as defined in 10CFR50.92(c).

Fee Determination:-

In accordance with the provisions of 10CFR170.12, an application fee of

.$150.00 is enclosed.

This proposed change will be incorporated into Vermont Yankee Technical Specifications as soon as practical following receipt of your approval. We request NRC approval at least six (6) months in advance of our September 1985

. refueling outage so that the modified Type B and C Test Program can be appropriately factored into our outage activities.

In the interim, we intend to conduct leak rate testing in accordance with the provisions of the existing Technical Specifications and the attached program.

We trust that this information is sufficient to allow for your review and for the subsequent issuance of a license amendment; however, should you have any questions, please contact us.
