Dear Mr. Denton:

Mr. T. M. Novak's letter of May 25, 1984 transmitted the " Draft" Catawba Unit 1 Technical Specifications. Subsequent letters dated June 8 and 22,1984 trans-mitted a number of revised specifications.

As shown by Attachment 1, the Catawba Unit 1 Technical Specifications have been under development for over three years. The development process began soon after the McGuire Unit 1 Technical Specifications were issued on January 23, 1984.

Drafts of Catawba Unit 1 Technical Specifications were distributed for review by the station, the Design Engineering Department and Westinghouse.

NRC/ Region II and NRC/0NRR's Reactor Systems Branch and Instrumentation and Control Systems Branch have each conducted reviews of the Catawba Unit 1 Technical Specifications.

As noted in Mr. Novak's letter, certain items are still under review. A number of proposed revisions have been submitted by Duke Power for inclusion in the Catawba Unit 1 Technical Specifications but have not been included in a formal response from the staff. These include letters dated June 25 (3 letters),

June 28,andJune29(2 letters),1984. Additional items submitted prior to these-letters are listed in Attachment 2.

Based on the extensive preparation and review effort that has gone into the development of the Catawba Unit 1 Technical Specifications, Duke Power Company certifies that, to the best of our knowledge, the " Draft" Catawba Unit 1 Technical Specifications, as revised and subject to incorporation of those items iden"fied above, accurately reflect the as-built plant and the Catawba FSAn.

Furthermore, we are not aware of any conflicts between the

" Draft" Catawba Unit 1 Technical Specifications and the NRC staff's SER analyses.
