Oyster Creek Nuclear Generating Station (OCNGS)
Operating License No. DPR-16 Docket No. 50 219 Technical Specification Change Request No.161 Pursuant to 10 CFR 50.90, GPU Nuclear Corporation (GPUN), operator of the Oyster Creek Nuclear Generating Station (OCNGS), Operating License No. DPR-16, requests a change to the Appendix A of the license.
The attached Technical Specification Change Request (TSCR) proposes to delete the Auto-Start logic of the Containment Spray System by plant modifications to be performed in the 14R refueling outage, in order to achieve this and not be in violation of the Appendix A Technical Specifications, TSCR 161 proposes revisions to Technical Specifications 3.1 and 3.4 Bases sections; deletion of the Instrumentation Requirements of Table 3.1.1-Section E; deletion of the Containment Spray System from Table 4.1.2 (which lists surveillance test frequencies for Automatic Trip Systems); and, deletion of the surveillance requirement of Technical Specification 4.4.C.2 for auto-start actuation test.
This TSCR fulfills GPUN's commitment to the NRC made in LER 86-023, which was to evaluate and implement the proposed modification, in response to the GPUN identified Potential Safety Concern involving single failure criteria as applied to the Containment Spray System auto-initiation logic.
GPUN requests NRC's expedited review and approval of this TSCR, as approval of this change request and a license amendment must be issued in order for the field modifications to be made during the upcoming 14R refueling outage, and GPUN needs sufficient time to prepare procedural changes and revise operator training prior to implementation of the modification epon re-start.

And using the standards in 10 CFR 50.92 we have concluded that these proposed changes do not constitute a significant hazards consideration.
i Pursuant to 10 CFR 50.91 (b) (1), a copy of this change request has been sent to the State of New Jersey Department of Environmental Protection.
