BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - DEFECTIVE PSCo SHOCK ARRESTOR CAPSTAN SPRING TANG - BLRD-50-438/83-55, BLRD-50-439/83 SUPPLEMENTAL REPORT The subject deficiency was initially reported to NRC-0IE Inspector Linda Watson on October 13, 1983 in accordance with 10 CFR 50.55(e) as NCR BH001. A similar condition was subsequently discovered at Hartsville Nuclear Plant and documented as NCR HTN NEB 8303 Our final report for both plants was submitted on April 19,1984. Below is our supplemental report for Bellefonte. Please note that in our final report we neglected to state that we consider 10 CFR Part 21 applicable to this deficiency.

Eighteen shock arrestors with the defective capstan spring tang had been shipped to Bellefonte for use in unit 2 (although they were not yet installed).

Corrective actions indicated in our final report on this matter stated that the 18 defective arrestors would be replaced by May 31, 1984. Although replacement arrestors have not been received, the defective arrestors have been removed from the site and returned to the vendor. This corrective action is sufficient to close this item.
