Subject:

Catawba Nuclear Station Docket Nos. 50-413 & 50-414

Dear Sir:

On June 13, 1984, members of my staff met with your representatives to discuss the shift staffing arrangements for Catawba Nuclear Station Unit 1. As discussed in that meeting a 12-hour shift rotation was proposed. Our discussion demonstrated that a 4-shift /12-hour rotation was equivalent to a 5-shift /8-hour rotation in regard to training and minimization of overtime and is the preferred working relationship for Catawba. Duke has extensive experience with 12-hour shifts in a fossil station and at Oconee and McGuire Nuclear Stations.

Additional information was requested by your staff and the following documents are attached:

1) Duke Power Company 12-Hour Shift Experience at Oconee and McGuire Nuclear Stations
2) Utility Advisor Evaluation Team's Report on Catawba Nuclear Station Shift Advisors' Program
3) Operations Management Procedure on the Authority and Responsibility of Licensed Reactor Operators and Senior Reactor Operators
4) Nuclear Production Department Organization Chart with Experience Levels Very truly yours, Hal B. Tucker k--
