Dear Sirs:
i During the August 22,1995 hearing, following the c1 patic session with Intervenor i
and the NRC Staff, the Licensing Board requested that Georgia Power " confirm that any 'as found' [ calibration] readings for the Alnor [ instrument] that's in question [have been] made available in discovery and to the Board." Tr.12272. This request appears to have been based, at least in part, upon Michael Duncan's prior testimony, which Intervenor raised in l
the c1 patic session. Also, the Board requested that Georgia Power respond in writing to the l
suggestion that the documents contained in Intervenor's Exh.11-215 should have been i
provided to Intervenor in response to discovery requests. EL Based on our investigation, Georgia Power has concluded that no "as found" data was taken with respect to the Ainor VP-2466 instrument following its last use on April 7,1990 and prior to its recalibration on May 15, 1991. We contacted Alnor representative Ed Szymezyk, who performed the repair and calibration services in 1991 on VP-2466, and provided him with a copy of (1) the Certificate of Traceability, dated May 15,1991, bearing j
his signature and the designation "AFTER DATA," and (2) the Certification Data Sheet, also bearing his signature and dated May 15, 1991, both of.vhich are contained in Intervenor's Exh.11-215. Mr. Szymczyk informed us that those documents confirm that, following calibration of the instnament by Alnor, the instrument was within specifications. He indicated that if these documents penained to the "as found" condition of the instrument, then they would have expressly indicated that fact with the notation "BEFORE DATA." Alnor i
representatives have informed us, and, we understand, the NRC Staff, that there are no records of the "as found" condition of VP-2466.

Georgia Power also requested General Electric, Georgia Power's vendor for such~
instrument calibrations, to search its document storage facility for any documentation related to the 1991 calibration services for VP-2466. General Electric was able to locate a few documents which indicate t
s "as found" data was taken on VP-2466 by Alnor.
As a result of our conclusion that no "as found" data was taken on VP-2466 between April 7,1990 and May 15, 1991, we asked Mr. Michael Duncan, who testified at the hearing on June 9,1995 concerning VP 2466 (Tr. 8198-8200), to review his testimony and the above-described documentation. Mr. Duncan concluded that his June 9 testimony-l
. required correction. An affidavit by Mr. Duncan correcting his prior testimony is attached i
hereto.
i Finally, Georgia Power has reviewed Intervenor's prior discovery requests and has determined that they did not ask for the documents contained in Intervenor's Exh.11-215.
