l The Nuclear Regulatory Commission (NRC) issued an exemption for Vogtle Electric Generating Plant (VEGP) from 10 CFR 73.55 (d)(5) relating to the storage and retrieval of badges for personnel who have been granted unescorted access to the protected and vital areas of the plant. Specifically, this exemption is from the requirements that an individual not employed by the licensee, (i.e., a contractor), who requires frequent and extended access to the protected and vital areas, be authorized access to those areas l
without an escort, provided the individual receives a picture badge upon entrance into the protected area (PA) and must also return it upon exit from the PA. With this exemption from 10 CFR 73.55 (d)(5), VEGP willimplement a hand geometry biometrics system for unescorted authorized PA access for both licensee and contractor employees, so that photographic identification badges may be taken offsite by authorized individuals.

November,1995, hand geometry biometrics system implementation schedule at VEGP, Georgia Power Company (GPC) hereby submits three copies of Amendment 29 to the VEGP Unit I and Unit 2 Physical Security and Contingency Plan (the Security Plan), in accordance with 10 CFR 50.54 (p),10 CFR 50.4, and an exemption from the requirements from 10 CFR 73.55 (d)(5). By copy of this letter two copies of Amendment 29 are being provided to the NRC Region II office.
