Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests a revision to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Units I and 2.

The proposed revisions make administrative and editorial changes to the TS concerning leakage detection systems and operational leakage. The enclosed revisions supplement our request of May 10, 1984 (Serial No. NLS-84-082).

DISCUSSION The enclosed proposed changes revise TS 4.4.3.1.b and TS 4.4.3.2.a to incorporate changes in instrument tag numbers. The integrated drywell floor equipment drain leakage detection system has been replaced on Brunswick-1 and is being replaced on Brunswick-2 with a system consisting of two separate components. Separate instrument numbers are needed for each component, which results in a new instrument number to be added to TS 4.4.3.1.b and TS 4.4.3.2.a..In addition, the instrument number "G16-FY-K601" is incorrect and should actually be "G16-FY-K600" in TS 4.4.3.1.b and TS 4.4.3.2.a.

The balance of the changes shown are editorial revisions to make nomenclature consistent with the GE/BWR-4 Standard Technical Specifications.

SIGNIFICANT HAZARDS ANALYSIS The-Commission has provided guidance concerning the application of its standards set forth in 10 CFR 50.92 for no significant hazards considerations by providing certain examples published in the Federal Register on April 6, 1983 (48 FR 14864). One of the examples of an amendment likely to involve no significant hazards consideration relates to a change (i) which is purely administrative in nature; for example, a correction of an error, or a change in nomenclature. Mr. D. B. Vassallo typographical errors and changes in nomenclature, CP&L has determined that the proposed revision falls under the criteria of example (i) and as such involves no significant hazards co.11deration.

ADMINISTRATIVE INFORMATION The proposed Brunswick-1 and Brunswick-2 TS pages are enclosed. Carolina Power & Light Company has evaluated this request in accordance with the provisions of 10 CFR 170.22. Since this request is a supplement to cur May 10, 1984 submittal, no additional license amendment fee is required.
