Dear Dr. Murley:

POTENTIAL CONSTRUCTION DEFICIENCY G.H. BETTIS HVAC DAMPER ACTUATORS HOPE CREEK GENERATING STATION on May 3, 1984, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr.

C.

McCabe, advising of a potentially significant construction deficiency concerning four (4) actuators manufactured by G. H. Eettis and installed on HVAC dampers supplied by American Warming and Ventilating, Inc.

The following interim report is provided in accordance with 10CFR50.55(e).

Our Architect / Engineer and Constructor, Bechtel, has advised us that the ethylene propylene seals may swell due to absorbing oils from the actuator lubricant (Mobil grease #28).

This condition may result in increased friction and reduced output torque.

G. H. Bettis has submitted a Part 21 Report regarding this probler.

Bechtel has issued Nonconformance Report No. WH-684 to document and control the hardware.

Corrective actions in accordance with G. H. Bettis' recommendations are scheduled'for completion by July 20, 1984.

Bechtel is also evaluating the significance of this condition for reportability.
