Dear Dr. Murley:
POTENTIAL CONSTRUCTION DEFICIENCY GENERAL ELECTRIC "HEA" RELAYS HOPE CREEK GENERATING STATION On May 2, 1984, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. E. C. McCabe, advising of a potentially significant construction deficiency regarding thirteen (13) defective HEA relays supplied by General Electric.
The following interim report is provided in accordance with 10CFR50.55(e).
-General Electric indicated in a service advice letter, that HEA relays manufactured between September, 1980 and August, 1983 may exhibit trip force values which could cause mis-operation.
This malfunction is related to a minor design change that was implemented during the above time frame.
Our Architect / Engineer and Constructor, Bechtel, advised us that testing of HEA relays in accordance with GE's instructions identified thirteen (13) relays installed in safety related. systems that failed to meet the specified

6/1/84 Bechtel has issued Nonconformance Report No. 3108 to document
.and control the hardware.
Receipt of replacement relays from General Electric is scheduled for August, 1984.
A report conveying the requisite safety analysis is expected to be completed and submitted to your office by September 21, 1984.
