We have received the attached Federal Emergency Management Agency (FEMA) letter dated May 3,1984, and associated final exercise evaluations on the offsite emergency preparedness exercise conducted on October 26, 1983, involving the State of Iowa and Benton and Linn Counties. This final exer-cise evaluation lists deficiencies in arformance and correctable weaknesses (both referred to as deficiencies in tie FEMA letter) regarding the perfor-mances of various offsite support groups around the Duane Arnold Energy Center. As indicated in the letter, FEMA Region VII will request from the State and counties a detailed plan, including a schedule for completing actions, to correct these exercise deficiencies.

The final FEMA findings with respect to the status of plans and preparedness in the vicinity of your facility have not been received at this point in time; however, based on the perfonnance of the offsite agencies during the exercise, no major deficiencies that would jeopardize public health or safety were l

identified.

actions by parties and political institutions which are not under your direct control. Nevertheless, we would expect the subject of offsite emergency preparedness for the areas surrounding the Duane Arnold Energy Center to be j

addressed by you as well as by others.
