SUBJECT:
FEMA EXERCISE REPORT FOR THE OCTOBER 26, 1983 DUANE ARN0LD EXERCISE The enclosed memorandum from Richard W. Krimm, Assistant Associate Director, Office of Natural and Technological Hazards Programs, FEMA, dated May 3,1984 forwards the report on their evaluation of offsite response capabilities as demonstrated during the October 26, 1983 exercise at the Duane Arnold Nuclear Power Station. The State of Iowa, and Benton and Linn Counties participated in the exercise.
The report, dated March 15, 1984, was prepared by Region VII of the Federal Emergency Management Agency (FEMA).
The exercise report states that " FEMA Region VII finds that (1) the State and local emergency plans are adequate and appear to be capable of being implemented, and (2) off-site preparedness is adequate in that the exercise results provide reasonable assurance that appropriate measures can and will be taken to protect the health and safety of the public living near the site in a radiological-emergency."
The exercise report further states that "There were no deficiencies observed at the October 26, 1983, exercise which would lead to a finding of inadequacy.
There were, however, deficiencies where demonstrated (and observed) performance during the exercise was considered faulty and corrective actions are necessary, but other factors indicate that reasonable assurance can be given that, in a real radiological emergency, appropriate measures can and will be taken to protect the health and safety of the public.
In addition, there were facets of the response operation in which correctable weaknesses were identified; these are also presented as deficiencies."

FEMA Region VII staff has furnished a copy of this-report to the State of Iowa and will request a schedule of actions for correction of deficiencies.
As soon as FEMA has received and analyzed the State's response, FEMA will transmit to the NRC the results of their evaluation.
It is recommended that you transmit the FEMA exercise report to the licensee and continue to coordinate with FEMA Region VII to ensure that the deficiencies in offsite emergency preparedness identified in the FEMA report for Duane Arnold are corrected in a timely manner with the assistance, if necessary, of the licensee.
