E. Fredrickson on September 1,1983 in accordance with 10 CPR 50.55(e) as NCR 83V-66 Deficiency No. 2.
This was followed by our interim reports dated September 26 and December 19, 1983 and February 17, 1984. Enclosed

Description of Deficiency Vendor audit 83V-66_v s conducted at Atwood and Morrill Company, Salem, Massachusetts, during the period of August 8-11, 1983 As a result of this audit, deviation 83V-66-2 was initiated which identified the lack of adequate quality assurance requirements imposed' on purchase orders for the manufacture of class 1E solenoid valves and air-operated valve actuators. TVA contract No.
82K21-830319, Appendix B, " Quality Assurance Requirements for ASME Section III Valves," requires ANSI N45.2, " Quality Assurance Program Requirements," to be imposed on the valve actuator manufacturer. No objective evidence was available to indicate that the purchase and manufacture of air operators were in accordance with contract requirements.
Safety Implications An audit of Xomox Corporation, Tufline Division, Cincinnati, Ohio, was conducted during.the period of December 6-7, 1983, by the Atwood and Morrill quality assurance manager with surveillance performed by TVA's Office of Quality Assurance, Design Quality Assurance Branch / Procurement Programs Group personnel.
This review and audit of Tufline Division's quality assurance program determined that adequate controls were implemented for the manufacture of air actuator subassemblies. Inspection and test activities were performed by Atwood and Morrill on the assembled actuators to verify conformance to specification These tests were documented and witnessed as required by TVA's requirements.

All tests witnessed were found to te acceptable. All valves in question were released for shipment to the 3.asite on February 15 and 28,1984. Since adequate. controls have been implemented for the manufacture of air actuator subassemblies and all inspection and test activities showed conformance to the specification requirements, there are rn safety implications to Bellefonte, and TVA no longer considers this item to be reportable under 10 CFR 50.55(e).
