BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - LEVELS A AND B STORAGE TEMPERATURE WENT BELOW 400 F LIMIT - BLRD-50-438/84-11, BLRD-50-439/84 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson on January 24, 1984 in accordance with 10 CFR 50.55(e) as NCR 2726. A similar condition was later documented on NCR 2848; thus, we shall report on both NCRs simultaneously. This was followed by our interim report dated February 17, 1984. Enclosed is our second interim report. We expect to submit our next report by February 8,1985.

SECOND INTERIM REPORT Description of Deficiency As identified in nonconformance report (NCR) 2726, some areas of levels A and B storage fell below the required minimum temperature of 400F (recorded temperatures were in the 20's in these areas) when the ambient temperature was 180F on December 31, 1983 Four level A storage and Per NCR twelve level B storage areas fell below the required temperature.
2848, two level B storage areas went bblow this minimum temperature requirement on February 6,1984. The apparent cause of these noncon-formances was insufficient heating capacity due to the extremely cold weather.
Interim Progress TVA is continuing to provide additional heating capacity and insulation to the storage structures, to inspect and evaluate the mterials in the identified areas for possible damage, to relocate and consolidate material in order to mduce storage requirements End to mdesignate areas, and is planning to increase temperature recording frequency in order to verify that additional heating capacity is sufficient.
