SUMMARY

Carolina'.ower & Light Company '(CP&L) has investigated the concerns identified in IE Bulletin 84-02'(IEB 84-02) " Failures of General Electric Type HFA Relays in Class IE Safety Systems" and provides the following response for the.-

H. B. Robinson Steam Electric Plant Unit No. 2 (HBR2).

DISCUSSION

. Carolina Power & Light Company has not identified GE Type HFA relays installed for safety-related application at HBR2 nor in stock for future use at HBR2.

Therefore, the actions for operating licensees enumerated in IEB 84-02 are not applicable to HBR2.

Carolina Power & Light Company has also reviewed the general concerns expressed in the bulletin in regard to the use of relays having similar material or functions. Westinghouse Type.NBFD relays are used by HBR2 in similar safety applications. These~ relays are replacements for the originally installed BFD rulays, which experienced failures due to overheating of relay coils in 1976. The BFD problem is documented in IE Bulletin 76-05 and CP&L's subsequent responses to that bulletin.- In addition, CP&L has evaluated the concerna of IE Notice (IEN) 84-20 as they relate to this bulletin. The actions taken in this. evaluation may be found in the IEN records at HBR2.

CONCLUSION GE Type HFA relays have not been identified in safety-related equipment at

.v HBR2. The installed Westinghouse NBFD relays were installed to resolve problema similar to those described in IEB 84-02; therefore, CP&L plans no further action for this bulletin.
