SIGNIFICANT CONSTRUCTION DEFICIENCY SEISMIC BRACING IN MOTOR CONTROL CENTERS HOPE CREEK GENERATING STATION On April 24, 1984, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr.

E. C. McCabe, advising of a potentially significant construction deficiency concerning missing structural support panels in three Motor Control Centers supplied by Eaton Corporation. The following final report is provided in accordance with 10CFR50.55(e).

Description of the Deficiency Our Architect / Engineer and Constructor, Bechtel, has advised us that rear structural support panels required for supple-mentary seismic bracing were not installed on Motor Control Centers (MCC's) 10B212, 10B222 and 10B242. These class lE MCC's were supplied by Cutler-Hammer Division of Eaton Corporation.

Details of the support panels were inadvertently omitted from Eaton's structural drawings. Corresponding inspection

. check points were, consequently, not included on the Eaton In-Process and Final Inspection Checklists. Eaton has determined that the condition is unique to MCC's manufactured at their Chicago facility.

Murley 2 6/29/84 Safety Analysis Motor Control Centers 10B212, 10B222 and 10B242 are class lE equipment that contain safety related electrical components required for safe operation and shutdown of the plant. It has been determined that the omission of the support panels could have impact during a seismic event. A loss of structural integrity of the MCC's could prevent the safety related electrical equipment within the MCC's from functioning as intended, thereby adversely affecting safe shutdown of the plant. We, therefore, considar this condition to be reportable in accordance with 10CFR50.55(e).

Corrective Action Bechtel has issued Nonconformance Report (NCR) No. 3731 to control the discrepant hardware. In accordance with the disposition to NCR No. 3731, the missing support panels will be obtained from Eaton Corporation and installed in the Motor Control Centers. This work is scheduled for completion by September 21, 1984.
