b OYSTER CREEK NUCLEAR GENERATING STATION Forked River, New Jersey 08731 Abnormal Occurrence Report No. 50-219/75-28 Report Date October 24, 1975 Occurrence Date October 15, 1975 Identification of Occurrence Failure of solenoid for valve V-28-24 (Standby Gas Treatment Orifice Valve) which subsequently rendered Standby Gas Treatment System No. 1 inoperable.

1 This event is considered to be an Abnormal Occurrence as defined in the Technical Specifications, paragraph 1.15.D.

Conditions Prior to Occurrence i

The plant was at steady state power with major plant parameters as follows:

Power:

Core, 700 MWt Electric, 191 MWe 4

Flow:

Recirculation, 6.1 x 10 gpm 6

Feedwater, 2.19 x 10 lb/hr Stack Gas:

3300 pci/sec j

Description of Occurrence On Wednesday, October 15, 1975, at approximately 2325, the Emergency Exhaust System EF-1-8 Fan Trip alarm was received in the Control Room.

Subsequently, it was found that the control circuit fuse for fan EF-1-8 was blown.

Follow-ing this event, an operability check of the redundant system (Standby Gas

Apparent Cause of Occurrence Failure of'the air solenoid valve coil for air operated valve V-28-24 is the cause of the abnormal occurrence.

Analysis of Occurrence Since the Standby Gas Treatment System is a redundant system, and the full required processing capability is availabic through the other system (System l

No. 2), the only safety significance of this event is the loss of Standby Gas Treatment System redundancy.
