By letter dated June 26, 1995, GPU Nuclear Corporation (GPUN) submitted to the U.S. Nuclear Regulatory Commission (NRC)

Technical Specification Change Request (TSCR) No. 227.

The TSCR proposes to (a) revise the Snubber Visual Inspection surveillance intervals to match the schedule developed by the NRC staff for use with a 24 month refueling interval, and (b) revise the bases for the snubber visual inspection.

These changes intend to make the TSCR consistent with the schedule and bases described in NRC Generic Letter 90-09.

The purpose of this change request is to amend the technical specification (TS) to not require the reactor shutdown between refueling outages in order to perform the inspections on the snubbers per existing TS frequency.

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering'(BNE) staff has reviewed GPUN's analysis concerning the determination of no significant hazards consideration of TSCR-227 and has concluded'that the change request is in accordance with the guidance of GL 90-09.
