Technical Specifications Change Request No. 227 GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Operating License No. DPR-16, requests a change to the Technical Specifications.

During the recent 15R refueling ou' age, one mechanical snubber k>cated in the Drywell was found to be inoperable during a visual inspection. Under existing Techical Specifications, this would require a reactor shutdown and drywell entry for the sole purpose of perfonning additonal inspections at the twelve month point in the operating cycle. The requested change would revise the surveillance interval for snubber inspections to more closely align with the guidance provided in Generic Letter 90-09, and allow for continued operation of the Oyster Creek Nuclear Plant until the next scheduled refueling outage.

If this Technical Specification Change Request is approved, GPUN requests that it be issued no later than July 30,1995 to preclude the need to impose an unnecessary transient on the reactor and needlessly challenge the Contml Room operators. Implementing procedures will be drafted and ready for approval at that time. Accordingly, an implementation date of July 30,1995 is requested.

As the requested Technical Specification Change Request would eliminate the requirement to perform a reactor shutdown and drywell entry solely for the purpose of inspecting snubbers which had been in service for only twelve months, the approval of this request would result i

in the savings of an amount substantially in excess of $100,000. Therefore, this request is being submitted as a Cost Beneficial Licensee Action.
