U S Nuclear Regulatory Commission 10 CFR Part 50 Attn: Document Control Desk Section 50.90 Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 License Amendment Request Dated August 15,1995 Main Steam isolation Valve and Appendix J Leak Test Reouirements Attached is a three part request for an amendment to the Technical Specifications, Appendix A of the Operating License for the Monticello Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.
Part 1; The maximum individual MSIV leak rate acceptance criteria of 11.5 scfh is proposed to be revised into an overall criteria that encompasses all four main steam lines into one limit of 46 scfh. Since overall leakage would not be increased, the proposed amendment has no -
significant impact on the consequences of previously analyzed accidents.
Part 2; Changes sections 4.5.C.3 and 3/4.7.a.2 by adopting wording for drywell spray headers and nozzles that is consistent with the requirements of the BWR-4 Improved Standard Technical Specifications (NUREG-1433, Rev.1) revising the testing interval from 5 to 10 years.
Part 3; information specific to the primary containment leak rate testing program is being removed and replaced with statements to abide by the requirements of Appendix J of 10 CFR Part 50.
Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, Safety Evaluations, and a Determination of Significant Hazards Consideration, and Environmental Assessment. Exhibit B contains the current Technical Specification pages marked up with the proposed change. Exhibit C contains revised Monticello Technical Specification pages.
This change is proposed as a Cost Beneficial Licensing Action (CBLA). Revising the leakage acceptance criteria will result in a reduction in MSIV repairs and refurbishment costs, reduce dose exposure to maintenance personnel, reduce outage duration's, and extend the effective service life of the MSIV's. Extending the drywell spray nozzle test interval will reduce associated labor and reduce doses as will revising the Appendix J leakage test requirements.
