4 U.S. Nuclear Regulatory Commission B15135/Page 2 March 27, 1995 Operation (LCO) 3.8.2.1A, for Inverters 5 and 6, and LCO 3.8.2.5, for the Turbine Battery, be added to the technical specifications with associated surveillance requirements.

During the NRC Staff's review of the proposed license amendment request, the Staff requested certain changes to these two LCOs to clarify the Actions and Surveillance Requirements, add a

periodic Surveillance Requirement, and make the LCOs more consistent with NUREG-1432 Standard Technical Specifications (STS).

Specifically, the Action Statement previously proposed for LCO 3.8.2.1A has been separated into three distinct actions.

The associated proposed surveillance requirements have also been modified by incorporation of terminology from the STS, and the addition of a requirement to periodically test the automatic transfer.

The proposed addition of LCO 3.8.2.5 has been revised to incorporate terminology from the

STS, and to specify plant identification numbers in the surveillance requirements.

The purpose of this letter is to provide revised technical specification pages which address the Staff's comments.

Two pages of those transmitted via our May 6, 1994, letter, have been revised to reflect the above discussion and are included herein.

Attachments 1 and 2 contain the revised marked-up and retyped pages, respectively, and are intended to replace the comparable pages previously transmitted.

As such, no specific schedule for approval and issuance is requested.

We do, however, wish to modify the proposed implementation period previously requested.

We request that the changes be effective upon issuance, with implementation within 90 days to permit procedure changes and training to be performed after startup from the current refueling outage.

We believe the above information, coupled with the information provided in the referenced letter, provides a complete basis for approval of the requested amendment.
