Catawba Nuclear Station Dockets 50-413 and 50-414 Inspection Report 50-413,50-414/94-13 Notice of Commitment Extension By letter dated July 13, 1994, the NRC issued a Notice of Violation (NOV) as described in Inspection Report 50-413,' 414/94-24. This violation involved failure to -
follow procedural directives contained in Nuclear System Directive 703 and CNS Directive 3.0.5, By letter dated August 15, 1994,. Duke responded to this NOV, indicating that certain -
corrective actions would be taken. These corrective actions constituted commitments.
Our response stated that a review of our emergency procedures and correction of any deficiencies identified would be complete by 08/13/05. Additionally, we indicated compliance with the requirements of CNS Directive 3.0.5, Station Labeling, to provide the noun name on the inplant label, for valves manually. operated in emergency procedures and other selected procedures would be complete by 08/13/95.
Due to the magnitude of the stated review and a delay in the availability of a procedure database feature to allow a direct tie to the procedures, additional time is required to complete these commitments.
When the database-became available, I
approximately 600 different valves and breakers were identified which would have to be verified. A significant number of these valves, approximately 210, would require new labels.

Any required changes to procedures have been identified and are being tracked via the Operations' procedure group call-in program.
For ALARA reasons, the decision has been made to delay correcting labeling deficiencies in Unit I annulus and containment until the next refueling outage of that unit. All valve and breaker labeling deficiencies will be corrected by 12/31/95, with the exception of those located in Unit I annulus and containment. Unit I annulus and containment valve and breaker labeling deficiencies will be corrected during the next Unit I refueling outage, thus, the overall completion of this commitment will be delayed until 07/31/96, to coincide with that outage. Completion of our corrective actions will be documented in our Problem Investigation Process (PIP) 0-C94-il74, which will be made available for review during future inspections.
