(<I Exhibit I Additional Technical Specification Changes Requested on 03/01/84 License No.-R-81. Docket No. 50-54 6.3 Experiment Review and Approval Proposed change:
Add to Section 6.3.b.
Where experiment engineered design featurer are required to maintain Technical Specification limits or prevent the release of radioactivity the need for a-surveillance program to monitor these engineered design features shall be included in the experiment review.
Reason for change:
Union Carbide wishes to expand and more fully describe the extent of the Nuclear Safeguards Committee's responsibility in the area of experiment' reviews.
An' experiment could initially meet all Technical Specifications and safety' requirements but af ter ongoing operation. could be subject to changes possibly involving reductions of the experiments safety margins.
All experiments should be reviewed with the possibility of changes kept. in mind and oppropriate surveillance of the safety margins incorporated into the experiments procedures as required.
The requested addition to Section 6.3.b. would require the Nuclear Safeguards Committee to review all experiments ' and their need fcr ongoing surveillance testing.
