Gentlemen:
The purpose of this letter is to clarify Baltimore Gas and Electric Company's schedule for completion of actions in response to the subject NRC Bulletin. Two Bulletin action items,1.b. and 1.d., remain to be submitted and accepted by the NRC to fulfill our required response. The following schedule for completion of ther.c action items was agreed to dunng an NRC review meeting of the CEOG Surge Line Analysis Program held on September 18 and 19,1991, as documented in Reference (a).

Action Ite n 1.b. requests demonstration that the pressurizer surge line meets the applicable design codes and regulatory commitments for the licensed life of the plant. This action item will be accomplished by the performance of a generic bounding analysis to be performed by the Combustion Engineering Owners Group (CEOG). CEOG's final report, including the bounding analysis, was l

' December 24,1991 Page 2 The second unresolved action item,1.d., requests that we update our stress and fatigue analyses to-ensure compliance with applicable code requirements. As documented in Reference (a), an agreement was reached between the NRC Staff and CEOG in September that the completion of this activity would be scheduled to occur after the issuance of a favorable Safety Evaluation Report (SER). Ilowever, there is a statement in Reference (b) indicating NRC's belief that all plant-specific actions will be complete by December 31,1991. This is contrary to the agreement described above.
Our plans are to complete any plantupecific activitics within 60 days following the issuance of the NRCSER.

Dear Mr. Shea:
As requested by the Reference, the purpose of this letter is to inform the Staff of the revised completion schedule for the Surge Line thermal stratification generic bounding analysis. The generic bounding analysis and the final report will be submitted to the Staff by December 31, 1991.
This schedule for completion was discussed during an August 14, 1991 conference call with the Staff and agreed to during an NRC review meeting of the CEOG Surge Line analysis program held on Sectember 18 and 19, 1991 in Windsor, CT.
The generic bounding analysis provided in the final report will demonstrate the structural integrity of CEOG member utility surge lines is maintained for a forty year design life.
In addition, the final report will verify that no hardware modifications are required for the present surge lines.
It is our understanding, based upon the September review meeting, that submittal of the final report meets the requirements for completion of NRC Bulletin 88-11 action item 1.b.
In addition, specific Justification for Continued Operation by CEOG member utilities will not be required provided that the final report is submitted to the staff by December 31, 1991.
It is also our understanding, based upon the September review meeting, that the completion of the plant specific activities to update surge line design documentation (NRC Bulletin 88-11 action item 1.d) can be scheduled based upon the date of issuance of a favoraPle SER by the Staff on the final report.
