SAFETY EVALUATION FOR COMBUSTION ENGINEERING OWNERS GROUP REPORT CEN-387-P, REVISION 1, " PRESSURIZER SURGE LINE THERMAL' STRATIFICATION EVALUATION" (BULLETIN 88-11), CALVERI. CLIFFS NUCLEAR POWER PLANT, UNIT NO. 1 (TAC NO. M72119) AND UNIT NO. 2-(TAC NO. M72120)

By letters dated March 3, June 6, July 31,1989, and December 24, 1991, you responded'to NRC Bulletin 88-11 and indicated that you were participating in

i the Combustion Engineering Owners Group (CE0G) effort to evaluate pressurizer -

surge line thermal' stratification. The staff and'its consultant, Brookhaven~.

1 National Laboratory (BNL), have completed their review of;the CEOG Report-CEN-387-P, " Pressurizer Surge Line Flow Stratification." The staff concludes that the CE0Gianalysis adequately demonstrates that the bounding surge line and nozzles meet American Society of Mechanical Engineers-Boiler and Pressure -

Vessel Code (ASME Code) stress and fatigue requirements.for the 40-year design life of the facility considering' the~ phenomenon of thermal stratification and

. thermal striping.

The staff's safety evaluation _(SE) of CEN-387-P,.

Revision 1, is enclosed.

Action 1.d of Bulletin 88-11' required licensees to update their~ stress and fatigue analyses to ensure compliance with applicable cme requirements. The CE0G Report can be used to update plant-specific' Code stress reports as required by Item 1.d.

Please verify the applicability of the CE0G bounding -

analysis in CEN-387-P, Revision-1, to the Calvert Cliffs Nuclear Power Plant, Unit.Nos. I and 2.

In addition, please confirm that-all actions required by Bulletin 88-11, including the updating cf the plant-specific stress and' fatigue analyses required by Action 1.d, have been completed. Your response is requested within 60 days of receipt of this letter.

Please note that.the staff's SE states that due to the fact that the elastic-plasti.c analysis was necessary in performing the pressurizer surge line~ stress.

Mr. Robert E. Denton July 12, 1993 of future ASME Section XI inservice examinations.

Examinations of elbow bodies, as well as elbow welds, should be performed to ensure that the most highly-stressed areas have not sustained damage. These additional examinations are a staff recommendation only. As such, you may implement the recommendation on a voluntary basis.

It is requested that in your 60-day response noted above, that you inform the NRC whether you intend to implement the recommendation.

This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expires June 30, 1994. The estimated average number of burden hours was already accounted for in the original bulletin, NRC Bulletin 88-11, " Pressurizer Surge Line Thermal Stratification," dated March 29, 1989.

The issuance of the enclosed safety evaluation completes all licensing actions related to the subject TAC Numbers.

Your responsa to the information requested in this letter confirming that all the actions required by Bulletin 88-11 have been completed will be used to establish.the implementation date for this Multiplant Action (MPA X-811).
